Online Collaborative Program Guidelines

PROPOSAL INFORMATION:

Collaborative Programs are intended to provide new opportunities for students and the institutions who work together to develop them. Models for collaborative programs are rare in our system. It is the intent of this initiative to make them more common and to develop courses and programming that can be shared by all. This request for proposals (RFP) is in response to the four strategic directions outlined in the Chancellor’s Work Plan for 2008-2010:

  • Increase access and opportunity
  • Promote and measure high-quality learning programs and services
  • Provide programs and services integral for state and regional economic needs
  • Innovate to meet current and future educational needs efficiently

You are encouraged to look at collaborative programming outside of our system such as, Tennessee Board of Regents Online,  and Colorado Community Colleges Online

An example of a collaborative program in our system is ELECT.  ELECT   is an articulation model in which thirteen of Minnesota's community and technical colleges created a consortium to offer online courses leading to certificates, diplomas,  degrees. 

Be sure to review program and course inventories within Minnesota Online to determine possibilities for collaborative programs and courses.

PROPOSALS WILL:

  1. Include at a minimum two institutions.
  2. Include a plan to seek accreditation and/or provide documentation of an accreditation to offer an online degree(s).
  3. Include documentation of  all articulation agreements or include a plan for articulation agreements.
  4. Describe significance of the online program proposed and address why this program?
  5. Provide an outline of cost to create the online collaborative program and a budget to support development and sustainability.
  6. Provide assurance that they will not be just divvying up dollars but will be collaborating on development and delivery of the program.
  7. Describe why the program is in high demand. (A market analysis has shown that healthcare, healthcare administration, and information technology are in demand.)
  8. Use technology to build content that is SCORM compliant.
  9. Program courses developed/revised under this RFP must use Quality Matters standards and be in compliance with other Minnesota Online Quality recommendations.
  10. Institutions must address Intellectual Property through Board Policy and bargaining unit language.  All work under these awards will be considered Work-for-Hire.  Follow this link to the system's Work-for-Hire Agreement form.

Authors are encouraged to create a word processed document to aid them in submitting their online proposals.


In addition to addressing items 1 through 10, the online proposal submission form will ask for the following information:

 

 

  • Which institution(s) will have a degree-granting authority?

 

  • Which institution(s) will have the authority for faculty hiring, course assignment, evaluation, and reappointment decisions?

 

  • What agreements exist to ensure that faculty from all participating institutions will be involved in decisions about the curriculum, admissions standards, exit requirements? 

 

  • Which institution(s) will be responsible for academic and student-support services, e.g., registration, advising, library, academic assistance, financial aid, etc.?

 

 

  • What agreements exist to ensure that the academic calendars of the participating institutions have been aligned as needed?

 

     

  • In addition to the information provided by each participating institution regarding Financial Projections, please address the following items:

 

    • How will tuition rates be determined if they differ among the institutions?

 

    • Has a formal agreement been developed regarding cost-sharing policies?  If yes, please include it as part of the proposal.  If no, please summarize the current understanding between all parties and the plans for developing a formal agreement.

 

    • What arrangements, if any, have been made for exchange of money between participating institutions?

 

  • What commitments have been made by all participants to evaluate the program systematically?

 

  • What are the agreed upon quality standards that will be used to ensure quality programming and courses of the participants?

 

  • If one institution wishes to discontinue the program, what agreements exist for terminating the offering?

 

  • Specify any other issues and how they are proposed to be addressed.
